I don't know whether Dr Pagalavan is aware of the Indian parents' practices as below: A Perak 2011 SPM student called me some 3 weeks ago.I got irritated when the boy said that he wants to do medicine despite having poor SPM and FIS(foundation in science result).His placement agent (always Indian agency)has already chosen an Indonesian university for him to do medicine. According to him his parents have already raised rm 75000 to send him there.I asked him, a)" your parents can afford money for 4 more years?" b)" are you sure you are really qualified to do medicine?" He told me that there is nothing to worry as the agent will arrange JPA fund.I asked him "what?Sure JPA fund? How come I don't know?" He mentioned that his father knows me.I thought to my self, "cannot be,cannot be a man whom i know." I continued," thamby who insists you to do medicine in your family?" " My mother," he said. I suggested that his father call me at late night.The mother called instead.The mother told me that his son got minimum,border SPM subjects grades as MMC requirements. He has done his FIS in MSU.His final CGPA is 2.9 I asked, "amma do you think a boy who cant even get 3 can do medicine?" I got a handkerchief ready , anticipating an answer which may make me to cry out alone in my sturdy room. She continued, "my son some or rather lately managed to get 3.56 and more than qualified to do medicine now." I got surprised.I went to kitchen this time to get a glass of rasam to cool me down. "Amma when your son finished FIS in MSU and where he got his 3.56?": "MSU was not that lenient to give marks.So my agent told me to place my son under their crash foundation program for 6 months. There he was given 3.56 . "How much you spent for this crushed juice course?" "They were kind enough to charge us only rm 14000." "How about the money amma for next 4 years?" "The agent will arrange JPA loan." OK! now we have to fight against Gov's discrimination(full) and community ignorance( not all). My points: 1) MQA does not approve and recognize any private foundation program below 12 months (except the government ones). 2) Student Placement agencies are not suppose to involve in college business. 3) The JPA loan for oversea medicine is there, anyone can apply.max 250000 for medic, no need to pay back if a borrower is willing serve the gov for 10 years, but any assurance of getting it? JPA will see the results very strictly for non Malays. JPA will not consider a FIS of the above nature.The boy's SPM result itself will be enough for JPA to reject their application. There was another medicine program cheating incident - paper news in last February.One Indian man placed repeated news in Tamil media ,claiming that there are some free medicine programs in Philippines,offered by certain missionaries.His personal charge to 'get everything ready' is rm 18000. I called him personally.I cautioned him that none of the Philippines college is in MMC's list.For that he said students can sit for separate exam upon returning to Malaysia and it is conducted by MASA. My comments: 4) There are some student placement agencies which provide fake NOCs, with bogus ministry officers signing.When I called and complained about this, the dept says, NOC application and collection is suppose to be done by the student himself and not through agencies. 5) Please read what Dr Pagalavan writes in his blog on MQE exams ( I have done some copy paste from his blog).His blog: http://pagalavan.com/ DR.Pagalavan writes: For Future Doctors: MMC waking up……….? June 21, 2013 by Pagalavan Letchumanan I received an interesting info today from both the FMT News and the Star. In May 2012, I wrote this. When our great, previous Health Minister announced that 16 medical institutions will conduct MQE exams, which include few private medical schools, I did not agree. I felt that a standardised MQE exams conducted by MMC will be a better option, like GMC. Furthermore, allowing private medical schools to conduct this exam is not acceptable, as far as I am concerned, as these are profit orientated organisations and MMC will not be able to monitor the exam standards. As I wrote before, every of this universities have different curriculum and different format of exams. Monash do not even have a final year exam! We all know that our previous DG was an apple polisher! Both the article above (attached below) says that MMC has withdrawn MQE exams in private institution. However, nothing is mentioned on MMC’s website. If it is true, I feel that our current DG, Dato Hisham is doing a good job. I just hope he will continue to bring good standards of medical education and practice to this country. I also feel that Dato Subra’s comment is a valid comment as this decision is MMC’s decision and nothing to do with MOH. MMC should be an independent body to monitor the standards of medical graduates. It should never be influenced by politics. Now, coming to the parents and students who complain about this. Firstly, it is not the MMC’s or MOH’s fault when you do your MBBS in an unrecognised university. The list is available on MMC’s website (last updated 11/06/2013) for everyone to see. If you graduate from an unrecognised university, you must sit and pass the MQE exams. It is the law under Medical Act 1971 (amended 2012). It is the same for any other country. In fact, for some countries, as long as you graduate outside their country, you need to sit for an entrance exam (UK, Australia, US etc). Unfortunately, our society is an ignorant society. I still have queries in this blog asking about recognition of their medical schools when it is easily available on the net. I still have parents and students who feel that no matter where they do medicine, they can work anywhere in this world ! Some get cheated in broad daylight by agents and medical schools when WHO/Avicenna/IMEI listing is used as a form of “international” recognition of the medical school ! I am also amused when they say that their degree is recognised by EU but not Malaysia. I wonder whether they can use their degree to get a job in any of the EU countries including Ireland and UK? Day by day I am hearing horror stories about our increasing number of new doctors. Some do not even know basic medicine for which you spend 5 years in a medical school. The shift system is only making the situation worst. I just hope our new DG would do something about it. Forget about foreign medical schools, our very own 36 medical schools also need proper accreditation to be done. If they do not comply to MMC’s standard, they should not be recognised. I have written many times in this blog about all the hanky panky things that goes on in some of the medical colleges in this Bolehland.
